73 delayed health & education schemes to get back on track

KARACHI- A progress assessment meeting was recently held under the chairmanship of Sindh Chief Minister, Syed Murad Ali Shah. Progress of ongoing projects was reviewed, and reasons behind 73 delayed schemes were assessed.

CM Sindh, Syed Murad Ali Shah, directed both, the health and education departments, to complete their schemes within stipulated time.

The meeting was attended by Health Minister Dr Azra Pechuho, Minister for Education Syed Sardar Shah, Chairman P&D Mohammad Waseem, Principal Secretary to CM Sajid Jamal Abro, ACS Health Dr Usman Chachar, Secretary Education Qazi Shahid Parvez, Secretary Works and other concerned officials.

During this meeting, the progress of District Headquarter (DHQ) Hospital Dadu, 15 comprehensive and 16 English-medium schools, and 41 emergency/trauma centers was reviewed.

It was revealed that, 07 THQ/DHQ hospitals have been accommodated in ADP 2018-19, with an allocation of Rs 18.2 billion, against which Rs 9.6 billion have been utilized. For the upcoming financial year, Rs 700 million have been released by the Finance Department.

These THQs/DHs were as follows:

Expansion of DHQ hospital Mithi for Rs 1.6 billion, upgradation of THQ hospital to the level of DHQ in 3 districts, TM Khan, Badin and Tando Allahyar for Rs 1.7 billion, expansion of 3  DHQs, Khairpur, Badin and Shikarpur for Rs 3440.5 million, expansion of 6 DHQs of Thatta, Dadu, Naushehro Feroze, Mirpurkhas, Sanghar and Mirpur Mathelo at Ghotki for Rs 4.8 billion, upgradation of 3 THQs to DHQs at Matiari, Kambar at Shahdadkot and Umerkot for Rs 2.4 billion, upgradation of THQs to DHQ at Kashmore for Rs 763.2 million, upgradation and reconstruction of 41 Emergency and Trauma Centers for Rs 3.34 billion in different districts.

8 DHQs at TM Khan, Tando Allahyar, Kotri, Shikarpur, Sanghar, Mirpur Mathelo and Naushehro Feroze would be made functional by December 30, 2018, followed by 05 DHQs in Mirpurkhas, Dadu, Matiari, Umerkot and Kamber, that would be made functional by June 30, 2019.

Out of 41 Trauma Centres at  Sujawal, Mirpur Bathoro, Golarchi, Matli, Digri, Kot Ghulam Mohammad, Tando Jam, Sakrand, Bhit Shah, Hala, Kandiaro, Moro, Mehrabpur, Ratodero, Shahdadkot, Garhi Khero, Lakhi Ghulam Shah, Ghotki, Daharki, Ubauro, Pano Aqil, Warrah, Qazi Ahmed, Tando Bago, Kashmore, Johi, KN Shah, Tando Adam, Sinjhoro and Rohri, 11 would be made functional by September 18.

It was also brought to attention that, 16 English medium schools were being constructed in different districts for Rs 4.7 billion. Out of these 16 schools, 15 are ready, while the school in Hyderabad is yet to be completed.

In package –A, 3 schools were constructed at Nawabshah, Sukkur and Larkana. The school in Larkana faced some quality issues, for which the concerned engineer was warned and the issues were rectified.

In Package-B, 4 schools at Thatta, Badin, Kotri and Sujawal were being constructed, their work progress was found to be satisfactory.

In package C, 4 schools at Ghotki, Khairpur, Naushehro Feroze and Sanghar were being built, out of which, 2 have been visited by the monitoring committee for inspection.

In Package -D, 5 schools at Hyderabad, T.M Khan, Mirpurkhas, Tando Allahyar and Hala were being built, awaiting inspection.

Moreover, construction of 15 comprehensive schools for Rs 5.7 billion is also in progress. These schools are being constructed at Thatta, Bathoro, Golarchi, Hyderabad, Matiari, Kotri, Umerkot, Tando Allahyar, Mirpurkhas, Ubauro, Shahdadkot, Khairpur, Dadu, Sanghar and Nawabshah. Out of these 15 schools, 06 have been reported to be ready.
